• UN Convention on the Rights of Persons with Disabilities (UNCRPD) — used as the international anchor rather than any single country's domestic law.

  • UNESCO Global Education Monitoring Report — Inclusion in Education.

  • CAST — Universal Design for Learning Guidelines (udlguidelines.cast.org).

  • W3C — Web Content Accessibility Guidelines (WCAG) 2.2 AA, and Authoring Tool Accessibility Guidelines (ATAG).

GUIDANCE NOTE: National legislation (e.g. UK Equality Act 2010, or equivalents elsewhere) is deliberately not the primary legal frame here, to keep the toolkit usable outside any one jurisdiction. A short 'check your local requirements' prompt can be added per translated edition.

Illustrative example — Uzbekistan's own legal and policy anchors

  • UN Convention on the Rights of Persons with Disabilities — ratified 7 June 2021, with a National Action Plan for implementation covering 2023–2025.

  • 'New Uzbekistan' Development Strategy 2022–2026 — names widening access for people with disabilities as a named policy priority.

  • Decree of the Cabinet of Ministers No. 417 (June 2018) — governs admission to higher education for people with disabilities.

  • Presidential Decree PF-5270 (December 2017) — state support for persons with disabilities.

  • Law No. 641 (September 2020) — the rights of persons with disabilities.

Each translated edition of this toolkit should replace this box with the equivalent anchors for its own country, following the same pattern.
